HISTORY OF COLLEGE
Pakistan Scouts Cadet College is located on Mansehra - Balakot Road, at a picturesque lush green spot in Batrasi hills at a distance of 16 KM from Mansehra City. The institution offers a clean and healthy environment close to nature. The area bounds in numerous natural springs of pure limpid water and pine forests.
It is a fully residential institution, functions on public school system and follows the courses of study prescribed by the Ministry of Education, KPK and Board of Intermediate and Secondary Education Abbottabad for Pakistani scheme of studies and Cambridge for O’ Level.
Owing to its history Pakistan Scouts Cadet College inherits some unique scouting traditions that will always form an important part of its ethos. Efforts are made to infuse in scout cadets the “Scouting Spiritâ€. They are required to put on Scout
Uniform during all Scout activities and receive training for community service and Scout skills through Scout badge system. In order to widen their mental horizon, they are offered ample opportunities of exposure and participation in important Scout events within the country and abroad, such as Moots, Jamborees and Youth Forums. This institution with a strong base on scouting adventure training and outdoor activities is the first of its kind in the whole world.
GENESIS
Pakistan Boy Scouts Association purchased 37 acres of land along Mansehra Kashmir Road in the vicinity of Batrasi hills in 1960, keeping in view the future requirements, to establish a National Training Centre. Thereafter, it was also decided to construct a residential school on the same campus together with the National Training Centre. The reputable Architectural firm., “Messer’s Brighton and Company Rawalpindi†and a famous consultant, Mr Kimio Konda with the help of Capital Development Authority (CDA) Islamabad, designed the institution. Under the leadership of the then Chief Commissioner Mr N-M Khan, a renowned ICS Officer. The construction of building buildings was started in 1963.
The then Federal Education Minister Late Mr Fazal-ul-Qadir Chaudary laid the foundation stone. When the construction was half way, it had to be suspended, due to unavoidable circumstances and it remained suspended till 1992.
It was in the year 1992, when Justice (Retd) Syed Ghous Ali Shah, the then Chief Commissioner Pakistan Boy Scouts Association took up the case afresh to establish a Scout Cadet College on the same premises. The National Council of Pakistan Boy Scouts Association decided to restart the construction work as planned earlier. When the proposal was at the final stage, the Prime Minister Islamic Republic of Pakistan declared that the under construction buildings of the Association will be handed over to the government on a token rent of Rs. 100/- per annum for accommodating the Bosnian Refugees. The Chief Commissioner extending full cooperation to the government of Pakistan, consented to hand over the buildings
with an agreement that these would revert back to the Association alongwith its new construction, when no more required for Bosnian Refugees, without any charges from Pakistan Boy Scouts Association. The Prime Minister of Pakistan extended full assistance to complete the project at a cost of Rs.29 million. Since the Bosnian Refugees refused shifting to the newly constructed village, therefore, in accordance with the agreement, and under the Prime Minister’s directives the village was reverted to Pakistan Boy Scouts Association.
On 16th July 1994 the National Council of Pakistan Boy Scouts Association under the chairmanship of Syed Pervez Ali Shah Jillani
decided to establish Pakistan Scouts Cadet College and thus a long awaited project was taken up. The college started functioning on! 13th April 1996 and was formally inaugurated on 23rd May 1996 by the then Prime Minister of! Pakistan Mohtarma Benazir Bhutto Shaheed.
13 April is celebrated as Founder’s Day.
